EU and US strike sweeping trade deal at Scotland summit as Brussels pledges to swap Russian energy for American

The European Union and the United States have finalized a new trade agreement following negotiations at President Donald Trump’s luxury golf resort in Scotland.

The deal introduces a 15 percent blanket tariff on all EU goods entering the U.S. while securing what EU leaders describe as vital access to American markets and energy supplies.

President Trump, alongside European Commission President Ursula von der Leyen, hailed the outcome in a joint appearance. Trump called it “the biggest deal ever made,” while von der Leyen described it as the result of “tough negotiations” that ultimately delivered a “huge deal” for both sides.

The agreement comes amid heightened global trade tensions and follows a series of tariff threats from Washington. Under the new terms, nearly all EU exports to the U.S., including automobiles, pharmaceuticals, and semiconductors, will be subject to a flat 15 percent tariff. Von der Leyen emphasized that while the rate is high, it was a compromise to avoid steeper penalties.

“On the first of August, we would have been at 30 percent, and it would have been much more difficult to get down to 15,” she told reporters. “This rate provides much-needed clarity for our citizens and businesses.”

President Trump confirmed that the existing 50 percent tariffs on European steel and aluminum imports will remain in place. The EU has also committed to hundreds of billions of dollars in energy investments, significantly increasing purchases of American supplies.

“We will replace Russian gas and oil with significant purchases of U.S. LNG, oil, and nuclear fuels,” von der Leyen said, adding that “purchasing cheaper and better LNG from the United States is highly desirable.”

European leaders expressed relief that the deal averted a damaging trade war. Italian Prime Minister Giorgia Meloni and her deputies welcomed the agreement in a joint statement, crediting teamwork between the European Commission and member states for avoiding “the trap of those who called for fueling a head-on clash between the two sides of the Atlantic.”

German Chancellor Friedrich Merz echoed that view, praising the deal as a victory for EU unity and a safeguard for Germany’s export-driven economy. “Stable and predictable trade relations with market access benefit everyone on both sides of the Atlantic, businesses and consumers alike,” Merz said.

Total trade in goods between the EU and the U.S. reached nearly $976 billion in 2024. The U.S. imported around $606 billion from the EU while exporting roughly $370 billion, a gap that Trump has repeatedly cited as evidence of unfair trade practices. “We’ve been losing,” he said bluntly. “That changes now.”

The agreement follows a pattern of aggressive renegotiations by the Trump administration. Recent deals have imposed tariffs of 10 percent on U.K. goods, 20 percent on Vietnamese exports, 19 percent on Indonesian and Philippine goods, and 15 percent on Japanese imports. In each case, the U.S. sought to reduce trade deficits and enforce stricter terms.

Not all voices in Europe were supportive. French opposition leader Marine Le Pen condemned the deal as a “political, economic, and moral fiasco,” accusing the European Commission of capitulating to Washington.

“Hundreds of billions of euros of gas, as well as weapons, will have to be imported each year from the United States,” Le Pen said. “This is a complete capitulation for French industry, and for our energy and military sovereignty.”

She also accused the Commission of sacrificing French farmers in exchange for lower tariffs on German car exports.

President Trump also used the occasion to reaffirm to Brussels his views on energy and immigration. Trump claimed the U.S. had restored control of its borders. “We’ve now got nobody coming in,” he declared. “Europe has a tremendous problem. We don’t anymore.”

On green energy, the U.S. president slammed wind turbines as “horrible things” that “kill the beauty of our scenery,” and pledged that none would be built during his administration. “They’re made in China. The whole thing is a con job,” he said.

The new deal is set to take effect on Aug. 1.
