Austria: Violation of Headscarf Ban and Missed Classes Could Lead to Heavy Fines

Austria’s draft bill banning religious headscarves foresees fines of between €150 and €1,000 for students and parents, if discussion fails. The penalties also cover other breaches of duty and will be detailed in a new “sanctions package” to take effect during the school year.

Following the headscarf ban up to the 8th grade, the Ministry of Education announced further penalties for uncooperative parents. For the first time, parental duties will be explicitly defined, with fines of up to €1,000 for serious violations, such as refusing to attend suspension or dropout meetings or failing to ensure a child attends mandatory summer school.

Repeat and serious violations can trigger higher or multiple fines, preventing one-time “buy-outs.” The ministry says these measures aim to strengthen parental responsibility and promote equal opportunities for all students.
