President Donald Trump scored a major foreign policy triumph with a lightning victory over Venezuela. It’s a significant blow to China, enhances America’s position in the New World and in global oil markets, and shows American military power is still unparalleled. Yet while it’s satisfying to see Communists go down in Caracas, what about New York City? Unless the {resident has similar authority to act within America’s borders, every foreign policy victory is at best pyrrhic.
