Dekalb Schools Superintendent Horton Indicted, Placed on Leave

DeKalb County Schools Superintendent Devon Horton has been indicted on charges related to his time as superintendent of Evanston-Skokie School District 65 in Illinois.

The indictment alleges that Horton was involved in a kickback scheme.

Following news of the indictment, the DeKalb School Board called an emergency meeting on Oct. 9 and placed Horton on paid administrative leave, appointing Chief of Student Services Norman Sauce as acting superintendent.

Horton’s friends — Antonio Ross, Samuel Ross and Alfonzo Lewis — also were indicted, Roundtable reported. The men allegedly took kickbacks from businesses they owned that had contracts with District 65 and Chicago Public Schools without disclosing their involvement.

The value of the contracts was about $280,000, and Horton allegedly received $85,000 in kickbacks.

Horton tried to hire Ross for a position at DeKalb County Schools, but he turned down the job after the hiring drew scrutiny.

The indictment said the scheme began in August 2020 and ended in 2023.

Horton served as District 65’s superintendent until 2023, when he was hired as superintendent of DeKalb County Schools. According to the indictment, the defendants made fraudulent representations to make it appear Horton had no personal economic interest in the entities or connections with individuals who received contracts from District 65.

“These false and fraudulent representations were made for the purpose of concealing that Horton was receiving kickbacks from Antonio Ross, Samuel Ross, and Lewis and their associated entities, which Horton selected and caused to be selected for the award of professional service contracts, and for whom Horton approved and caused the approval of invoices that those individuals and entities submitted to District 65,” the indictment says.
