Hungary: Ukrainian IT specialists already known to authorities for suspected crimes and links to foreign intelligence found working for opposition Tisza party

On Tuesday afternoon, the National Security Committee partially released its report concerning IT specialists linked to the Tisza Party. The report released on Tuesday afternoon reveals that the IT specialists of the Tisza Party worked for the Ukrainians and maintained regular contact with the Ukrainian embassy in Budapest. This comes on the heels of Tisza being implicated in the wiretapping scandal of Foreign Minister Péter Szijjártó.

According to the document specifically referencing the two specialists, “HD’s activities – due to its contacts with opposing intelligence services – have been in the sights of the AH’s counterintelligence department for years.”

1. The police conducted a search of the homes of two IT specialists working for the Tisza Party mentioned by Direkt36, following a report received by the NMHH in 2025. During the search, data carriers and illegal military equipment were seized. The police are therefore currently investigating them on suspicion of manufacturing military equipment. 

2. During the investigation, it was revealed that the two IT specialists working for the Tisza Party had Ukrainian connections, worked for the Ukrainians, and were in regular contact with the Ukrainian embassy in Budapest, which poses a serious national security risk. 

3. Both of the individuals, who were once commissioned by the Tisza Party, have long been in the sights of the authorities. One of the individuals, MT, has previously been subject to several criminal proceedings for abuse of IT systems, computer fraud and extortion. The other individual, HD, was controlled by a foreign intelligence officer. In 2023, he came into contact with representatives of the IT Army of Ukraine in Kyiv, and later communicated with them via encrypted channels. He also cooperated with hacker groups and carried out operations in the interests of Ukraine. 

4. HD and MT worked together to procure spy software and special equipment, while they also had several foreign intelligence contacts.

This report comes in the wake of news that an opposition journalist working to get PM Orbán out of office and help install the Brussels-aligned Tisza, led by Péter Magyar, had been collaborating with the intelligence services of at least one other country.

Szabolcs Panyi, associated with anti-Orbán news outlets Direkt36 and VSquare, had reportedly worked with a foreign EU intelligence service to conduct wiretaps on Hungarian Foreign Minister Péter Szijjártó. While Panyi has tried to make waves by using an alleged transcript from one of the foreign minister’s calls, accusing Szijjártó of discussing classified EU Council topics with Russian foreign minister Sergei Lavrov, he is now potentially facing charges of espionage and treason.

Szijjártó has maintained that he has discussions with multiple counterparts from other countries, as is the practice of people in his position in any country, but he has not disclosed anything classified. Meanwhile, the fact that Panyi’s accusations stemmed from an illegal wiretap is raising concerns that he is more an intelligence asset than a journalist.

András Schiffer, former head of the LMP faction in the Hungarian parliament, perhaps said it best in his Facebook post: “Excuse me, how can you legally access the phone conversations of two foreign ministers?”

Péter Magyar’s Tisza Party is also taking a hit. “But the most serious thing is that it seems clear that all this was done with the knowledge of the Tisza Party, and I see that it was done for its benefit,” said PM Viktor Orbán.

“The fact that the foreign minister of a sovereign country is being intercepted with the intervention of the authorities and secret services of another country, using Hungarian journalists, or at least one for sure, is very serious,” he added.

Máté Kocsis, leader of the Fidesz faction in the national Assembly, also posted on Facebook about the new development regarding the IT specialists, calling it “an unprecedented Ukrainian secret service action” linked to Tisza.

“Today, the foreign-funded news portal Direkt36 has come to the defense of the Tisza Party’s IT specialists trained in Ukraine, falsely framing their criminal case as an attack against the Tisza Party,” he wrote.

“These two individuals had already come to the attention of Hungarian counterintelligence long before the Tisza Party was founded; therefore, the website Direkt36 falsely implies that they got into trouble because of their involvement with the Tisza Party. The problem is actually the opposite: IT specialists recruited by foreign agents trained in Ukraine were identified within the Tisza Party. Based on a report received in July 2025, one of the individuals in question was planning to acquire equipment suitable for the online sexual exploitation of children. The authorities subsequently conducted a search of their homes, during which they seized data storage devices and military-grade equipment possessed or manufactured. without a license. The police currently suspect the individuals of manufacturing military-grade equipment that requires a license.”

“We will exact retribution for the traitors’ betrayal: on election day and beyond!” he concluded his post.
