Palestinian-Syrian migrant stabs Jewish man at Dutch psychiatric clinic while under treatment for 2018 mass stabbing

A Palestinian-Syrian migrant who previously carried out a violent knife rampage in The Hague has once again come under criminal investigation — this time for stabbing a Jewish man in the neck in what authorities are treating as attempted murder with a terrorist motive.

The suspect, Malek F., attacked the man on April 6 in the recreation area of the Mesdag TBS clinic in Groningen, where he was being held under compulsory psychiatric treatment. According to sources familiar with the investigation and the clinic, F. approached his victim from behind and inflicted a deep wound to the neck, mirroring his violent actions in 2018.

The Public Prosecution Service confirmed to De Telegraaf on Tuesday that F. was arrested that afternoon following a police investigation. “We suspect him of attempted murder with a terrorist intent. The reason we have only arrested him now is because of the investigation and the condition of the suspect,” a spokesperson said.

The stabbing has reignited concerns over F.’s presence in the Netherlands and the handling of high-risk offenders. In 2018, F. stabbed three random passers-by in The Hague — cutting one victim’s neck nearly in half and seriously injuring the others. He shouted “Allahu Akbar” during the attack and later referred to the act as jihad in recorded conversations from prison. He described “slaughtering infidels in the street” and had made the Tawhid gesture (pointing to the sky) when shot by police.

Despite a prosecution demand of 15 years in prison and mandatory psychiatric detention (TBS), the court ultimately found him unaccountable due to psychosis and sentenced him only to TBS. The court found that a terrorist motive was not proven beyond a reasonable doubt, a decision by the Court of Appeal. Experts, however, repeatedly warned of a high likelihood of psychotic relapse triggered by stress.

Since his sentencing, F. had been allowed multiple periods of unaccompanied leave and was expected to live independently later this year. Following the April 6 attack, his leave process was immediately halted. The Dutch immigration service (IND) has now confirmed it may revoke his legal residence permit.

F.’s most recent victim, a Jewish man, survived the attack and is receiving medical treatment. According to De Telegraaf, the case has drawn renewed criticism from victims of F.’s earlier violence, who were kept informed of his rehabilitation process and say they are horrified he was allowed such freedoms.

PVV leader Geert Wilders responded to news of the attack by posting on X, “Islam does not belong in the Netherlands. Neither do radical Muslims.”

He linked to another report by Omroep West on Tuesday, where authorities in The Hague released footage of an unrelated criminal case involving the rape of a young woman on the porch of an apartment building.

A still of the footage showing the suspect is provided below.

The assault took place around 1 a.m. on Jan. 30. A man she met while walking home from a café carried her bag and accompanied her to her door before committing non-consensual sexual acts. The suspect fled when another resident appeared with a dog.

The woman was taken to a hospital and is currently receiving support. Police are urging anyone who recognizes the suspect in the surveillance footage to come forward.
