New analysis indicates that ‘small boat’ migrants to the UK are 24 times more likely to go to prison than the average British citizen.
The figures, produced by the opposition Conservative Party, outlines the rate at which foreign citizens—who do not hold a British passport—appear in the UK prison population. On the surface, little seems amiss: with similar imprisonment rates for migrants and British passport holders (0.18% vs. 0.14% respectively) i.e. 0.18% per cent of the UK prison population hold a non-British passport.
Drilling down into these figures suggests a more shocking picture. Prison census data from March 2025 shows that 10,838 foreign criminals were in English and Welsh prisons. But analysed by nationality, the groups making up the highest proportion of known ‘small boat’ Channel crossing arrivals—Somalis, Afghans, Iraqis, Albanians, and Iranians—are all disproportionately represented.
For instance, the 258 Somalians in prison at the end of March account for 12% of all those in the UK with a Somalian passport. (These figures exclude the 100,000+ Somalians—and other foreign or dual nationals—who are in the UK with British citizenship.)
According to top Tory and shadow home secretary Chris Philp,
This data shows the government’s loss of border control is putting the public at risk.
